Some,but not all the time because from a hard-days' work, some may not have room on the table to rest their arms.

No, quite often in sets of six or more you will get a chair called a "Carver chair " This one has arms, usually you get two, one for each end of the table...Its a step up from the ordinary chair, probably called that because the head of the table would Carve the joint of meat... Things are much more informal now..

Normaly they wont , i feel it is incomfertable to eat sitting on a dining chair with arm rests
