Why does a cutlery drawer get dirty when you only put clean cutlery in it?

I have inherited a lot of old French silver coloured cutlery. It is marked boulenger in one rectangular box, and blanc 84 in another. It as an art nouveau design with swirly flowers and leaves. Does anyone know anything about French silver marks? Thanks

They are JA Henckels knives that I just bought last Christmas.I have tried SOS pads and even got desperate and tried Easy Off. I did wash them in the dishwasher all the time.
